A quick search of the archives gives me the source code to an armlet that does size-based scaling (but nothing else). It includes a lightning fast decoder (640x480 decoded in about half a second on my Clie) and encoder, though I've never attempted to use it. Searching the archives for 'jpeg' should yield good results.
