Did you do the installation by running cygwin's setup.exe (from the link on cygwin home page)? If not, delete everything and try again:-)
If you run cygwin's setup.exe, cygwin1.dll should be automatically installed into c:\cygwin\bin. If you had to download cygwin1.dll yourself, then the original cygwin installation failed. But since you've downloaded a different one of questionable version, you should blow away your installation and reinstall regardless. Once you reinstall, make sure you either: a) run the prc-tools commands from the cygwin shell, or b) if you are running from the Windows Command Prompt or other shell, ensure that c:\cygwin\bin is in your path.
