This has been available for some time, as the original problem existed with WinNT and was not new with Win2000.

The problem is that it doesn't do it for any third party conduits, and those need to be re-installed explicitly for each user, and that can get ugly.

This is just hearsay as I don't use W2K but I'm told a customer of ours
installed the Palm Desktop when logged in as the administrator and somehow
used the OS to mark the software for use with all users.  After that,
everyone had access to it.  I'm unaware of all the steps.
