It is a PERL script, not an executable. It still isn't perfect...it crashes
for me on some of the built-in apps. It's readme file says:

"At the moment, only the following resource types are handled:

    tSTR, tBTN, tPUL, tPUT, tLST, tCBX, tGSI, tPBN, tREP, tSCL,

There are actually two projects called rsrc2rcp -- one is the Perl script that you mentioned, another is a Win32 program developed by one of the programmers at PalmSource France. I personally like using the RCP dump feature of PRC Explorer on a built PRC file, although it does lose some resource names.
