There is a later (April 2003) version on http://sourceforge.net/projects/rsrc2rcp
It is a PERL script, not an executable. It still isn't perfect...it crashes for me on some of the built-in apps. It's readme file says:
"At the moment, only the following resource types are handled:
ICON, tAIN, tver, tTTL, tFRM, MBAR, MENU, tLBL, tFLD, Talt, tSTR, tBTN, tPUL, tPUT, tLST, tCBX, tGSI, tPBN, tREP, tSCL, tTBL, tGDT, tSLT, tSTL, tAIS, PICT (partial)"

There are actually two projects called rsrc2rcp -- one is the Perl script that you mentioned, another is a Win32 program developed by one of the programmers at PalmSource France. I personally like using the RCP dump feature of PRC Explorer on a built PRC file, although it does lose some resource names.
