I am trying to debug my project in CW 9 using simulator but always getting error "Connect Attempt Fail. Try again."

You do realize that that book is also provided with the CD in the documentation folder of your CodeWarrior installation, right?
Are you using the right simulator debugger target in the Palm OS Debugging panel? If so, have you tried just running the simulator first to make sure it is setup correctly before trying a debug session?
