Intel can -- they were handing out optimization guides at the PalmSource Europe event. I'd probably recommend against doing an XScale-specific version of your code unless you want to deal with the version hassles and detecting the appropriate CPU at install or runtime. Finally, details on making ARM shared libraries for Palm OS 5 aren't public -- this is something you need licensee or Palm OS ready-program knowledge to do.
