For anyone looking for this in the future here is the solution. The preference for the application launched by the Voice Memo button is not stored like the other button assignments.
You need to get preference #1 for app id 'bttn'. This preference structure is 6 bytes long. I don't know what the first 2 bytes are for, so I advise you to read them in and just maintain their current state. The last 4 bytes are the creator id of the application that you would like to assign to the Voice Memo button. Modify this section of the preference and write it back out. The voice memo button is now reassigned. I assume this is one of those things that is subject to change so use this with caution.
