First off, the 500 series is already discontinued.  PalmOne is still
supporting their 'universal' connector in the Tungsten line.  How long?
Your guess is as good as mine.  I can remember back when Palm stood behind
the original III series connector and then released the V connector (and
then the M100, UC and USB connectors).
All the information you require concerning the VOUT characteristics can be
downloaded from the PluggedIn developer's website.  You have to be a member
to get it.  If you're not, I suggest you sign up.
IMHO, the UC connector is extremely sub-par.  There is no official positive
capture male connector and the modem case that is available looses
electrical connection too easily.  However, these are my own observations
and are not meant to discourage you from developing your own products.
