Form size/position requirements

At one point, it was required that forms be the full width of the screen 
and reach all the way to the bottom of the screen. Or, at least, it was 
said to be required.

But I've noticed on my Tungsten T3 that most of the built-in 
applications do not adhere to these restrictions, especially when the 
input area is hidden.

When were the restrictions lifted?
