I suspect that PalmOne was either unable to provide the SD card update as a user-installable PRC file or (more likely) they consider the update so important that they never want it to be removed from the device.
If the file that makes your SD slot work properly is in RAM, and you hard reset, do you trust your SD card to work for a file restore? Does it eat your card on reset if your card was inserted and RAM is lost? These are nasty circumstances that are all avoided with a ROM update.
Here's hoping they also used this opportunity to fix some other smaller problems with the T3, I haven't had time to fully investigate the update myself to see if it fixes some other things.
