Yes, but it's all depend on your GPS device. Some GPS devices send data on it's serial port right after it's powered, so you can read using common serial com functions from your Palm.
Some others, like the Magellan Companion, you will need to use their API to get NMEA data from the device, otherwise it won't work at all. What is the GPS device do you use ?
