use it for development for Palm OS using full C++ features?

No. While CW for Win32 and CW for Palm OS use the same IDE, they have different compilers, linkers, debugger plugins, and libraries.

2 - There is any patch that I can use (or buy...) to upgrade the Codewarrior
8 for Windows (not for Palm) to have the Palm OS development features?
(Integration with Emulator, Palm Constructor, debug features, palm Library
Integration) Without buying a new codewarrior for Palm OS License? (as I
will use the same machine for design, so I do not need 2 machine licenses)

CW for Palm OS V9 will merge with a CW for Windows 8 installation so both dev environments are available from the same IDE.
