The SDK in that download is the PalmOS 4 SDK. The
compiler/debugger/resource compiler etc are the prc-tools collection.
You may find that if you have either of those already installed, the
installation will fail, in which case you will need to unzip the install
file and run the PalmOS SDK and prc-tools installs separately. Then run
the Borland install again so that it sets up CBX.

CBX allows you to call virtually any compiler from with its IDE. So you
can use either gcc or CW to build Palm apps, for example.

It's a preview because the integration is not as good as with the
Symbian tools, for instance. It does work - I used it in my Palm
programming session at BorCon last month.
