More powerful than notepad, with syntax highlighting to let you know when you spelled the PilRC keywords correctly. :)
Serious answer #2: Emacs with pilrc-mode
A lot more powerful than the CW editor.
If you use a batch file to hook up PilRC's -ro output with PRCExplorer, you have a really accurate and nice preview mechanism for your forms while you're editing the text file. I'll sometimes use PilRC Designer to rough out a form, then tweak, reformat, and edit it in a text editor from that point on.
