You can't.  (one more time)  USB has a client-server arraignment.  Almost
all devices are one or the other but not both.  Two clients cannot talk to
one another.  Most hand helds have the client chipset inside so they can
communicate with your PC/Mac.

Units also with a serial port can do what you want.  You will need to use a
custom cable to connect a serial cradle to a modem. (you may be able to play
around with a series of serial adapters to get the wire configuration
needed)  Some older Palms have serial modem cables available that will
connect the unit directly to a modem.
