Are there any handhelds with more than 8 bits per pixel currently available?
I know it's possible with the latest PalmOS.

Almost all color Palm OS devices can do 16bpp. The Palm IIIc and some early Sony devices, and perhaps the original Samsung smartphones are the only exceptions. Note: just because a device can handle 16bpp, it doesn't mean the screen will display the entire color depth. For example, the PalmOne Treo 600 does 16bpp graphics, but the screen only has a 12-bit color depth.

The TapWave Zodiac devices are always in 16bpp mode, with lower bit depths supported by having the OS refresh the screen buffer from an off-screen draw window.

One of my programs uses direct screen access and works fine for virually
every other device except this one. My only guess is that the user has
hacks installed which prevent it from working properly, or the number of bpp
isn't 8, although I do check for compliance.

"except this one" means what? You didn't mention any devices.
