Tried MS Paint. left me wanting. Any suggestions for low cost alternatives?

I use the Constructor supplemented by MS Paint.
Small bitmaps (under 32*32) and icons can be done almost exclusively in the Constructor. Larger bitmaps really should be copied into MS Paint to manipulate, then copied back into the Constructor. (All cut-and-paste stuff, really easy)
