Except if someone downloads the full file, and offers themselves
up as a tracker on their own, which helps the speed of distribution, but
doesn't give Keith/et al, what they desire, if they wish to "control" the
process to that extent.
For something that large, distributed distribution (cough) is
really the best approach, for all concerned; client and server.
