you are missing OUR point. prc-tools is OPEN-SOURCE and GNU GPL. you 
are *more than welcome* to invest your own time into making it not
dependent on cygwin. we dont get paid to do any work on prc-tools, so
why should we care?

prc-tools source code is available, if you want to make it not use
cygwin, please - go ahead, attempt to recompile it in borland or
visual studio. i am sure many people would love to not use cygwin :)

quit bitching about it, and if you want to do something about prc-tools
go and download the source code and provide a non cygwin version. you
dont expect *us* to do it do you? remember - we dont get PAID TO DO IT
