TblSetRowHeight - OS 3.1

I am having some issues with TblSetRowHeight with OS 3.1.  In version > 
3.1 it correct draw a table twice as high as normal as I want, but with 
version, it appears to not draw the lower part of the row.  Is there a 
known compatibility issue with TblSetRowHeight and 3.1?
