I had the impression that they knew what form they wanted to distribute
it in, but had not figured out where to find a network of mirror sites,
such as Debian, Red Hat, or GNU have, at short notice :-).

People who want to throw Cygwin FUD around might as well throw valid
FUD.  "Didn't get make" is nothing to do with Cygwin or its setup.exe.
It's just a straw-man:  if I thought it was the right thing to do, I
would have arranged the prc-tools.sf.net repository so that make was
installed by default.  But I don't think that.

If PalmSource wanted to set up some Cygwin-based stuff in a fairly ideal
way, they might consider allowing for the best of both worlds:

* setting up a repository accessible via Cygwin's setup.exe, so that
  their packages interact well with existing Cygwin users' existing
  Cygwin installations

* providing Palm OS SDKs as packages, which I would suggest would
  completely solve the remaining area of this installation that is
  fraught with any real difficulty

* producing their own palmsource-setup.exe based on Cygwin's, which
  would contain preselected default answers to all those questions that
  Cygwin setup.exe asks that are oh so difficult to answer: PalmSource's
  repository preselected, a more complete (and less flexible) set of
  default packages, extra click-wrap license screens to taste, etc --
  thus providing an installer that would look like what Windows users
  are used to, but still interoperate with any Cygwin installation that
  might already be present

Because this is eminently sensible, it will never happen :-)
