Palm OS Cobalt doesn't run the 68K Debug connection service all of the time. In order to get it running, you need to launch a 68K program and enter debug mode from within that app. The best app to use is "DotDotTwo", which you can download from

The versions of PalmSim that are in the Palm OS Developer Suite install already have an app in their AutoLoad folder called "DevNub" that's DotDotTwo on steroids, but you can't get that without DLing the whole DevSuite.
