what is needed for proper work of preferences panel application except that its creeator id should be 'panl'?
Try looking at the Panel example, "Formats", that's part of the Palm OS SDK. For some reason, it was omitted from the 5.0 SDKs, but if you download the SDK 4 examples, you'll find it.
