I re-read it and you are correct. But still, I cannot believe that I am the only person with this problem. (That is, compiling the low-res fonts twice into the resources and thus wasting space.)
So either we should make a tool that bends the specifications or we should find a way to generate a version 1 font resource out of a version 2 font resource in a PalmOS program.
