That  is exactly what my library at http://www.absoluteword.com/jpglib does.
Also there is a sample (for PalmOS 3.5 or later) how to read 64K+ file into
a flat chunk to decode it.
The page has not been updated but the library now supports both progressive
jpeg ang gif formats.
