I just put PilRC.exe to bin directory. Should I have to rebuild it? There is no makefile for Cygwin !
Nope. The .exe file should work fine on any Windows system, and it doesn't require or use Cygwin.
If you're having problems with a particular command, please submit a bug report with reproduction files on the http://sourceforge.net/projects/pilrc site so that the PilRC developers can look at this and find a solution.
