If you don't want to create a conduit, you can "hack" it and change the type to be 
'appl' and set the back-up bit.  Just make sure to change it back to whatever it was 
when you're done with it, or it will show up in the finder.
As for tools to set the back-up bit,

There are other good tools like FileZ or RsrcEdit, as well, but I didn't write them.

Backup bit is specific to the PDB not the record, correct?
