I saw that on the web site. It also states that the 9.3 patch should be installed on a fresh install (9.0). I've upgraded once already. Does that mean I have to uninstall it, re-install from the CD, then install the 9.3 patch? Or can I just load it on top of my 9.1?
It will work on top of 9.1. You do need to update to 9.2 first, since 9.3 doesn't include all the 9.2 changes as 9.2 was a really large download.

Where did you get that from? I looked all over the 3.5 SDK docs and didn't see it. From a later SDK? Or maybe I just missed it.
Don't use the 3.5 SDK. Use the 5.0 R3 SDK, which targets all devices from OS 1.0 through OS 5.3.
