You're only blocking events for a pen down event or a single pen stroke - not the whole signature. Really not a big deal - there are far greater things in Palm world to worry about. This code came from the original Signature app on Palm's site, so I'm guessing it can't be too bad. I've had this code in place for 3 years with about 300 users using it daily, and never had a single complaint about it. If they lay a book on top of it while on that screen, well, you can't prevent everything. In the future, the OS will be multithreaded, so again it won't be an issue.
