This is a file stream database, handled on the device using the File Stream APIs (FileOpen, FileRead, FileClose, etc.). You can make this on the desktop easily using the tool 'par' from http://www.djw.org/product/palm/par/. It should just be a straight conversion of a desktop .jpg file.
