making custom pop-up keyboard?

I have developed a custom input method (as you would expect, it 
involves stroking the pen over a set of graphics on the screen). 
I've prototyped this in a little app that has an input field at the 
top, and my custom input area on the bottom, and it works fine.

But now I'd like to make this available in all Palm apps, like the 
built-in pop-up keyboards.  How can I do that?  (Ideally, it should 
work on anything back to a PalmOS 3.5 or so.)
