unfortunately, there is no one single way. For Palm devices, look at the Five Way SDK, or the Palm Solutions Group SDK.
For the Treo 600, look at the Treo 600 SDK. To get access to all the finer points of the TapWave Zodiac's joystick, look at their SDK.
