go to http://pluggedin.palmone.com and register for the program there, you'll then be able to access the developer resources, including the treo 600 developer guide. This has the handspring/treo specific api calls detailed.

PhnLibCardInfo is part of the Handspring Phone Library.  If you are a
member of their developer program, just log-in and look for "Treo 600
headers".
