There is a sample project that ships with CW 9.3 that shows how to build/include a 
PNO.  I believe the default path is:
<%compiler%>\(Codewarrior Examples)\Palm OS\Palm OS 5.0 SDK Examples\ARMlet\
That is a great way to get started.
