may I modify source code of StdIO Provider (StdIOProvider.c) and then provide that modified source code with my open source application?
No. I sorry, but that code is under that same Sample Code license that the rest of the PalmSource SDK samples have. This limits your rights to reuse it in any source-distributed program. We have not changed our sample license to allow this, and I don't know if we ever will.
