Also, can the Graffiti Anywhere setting be toggled programmatically? I
display a map with pan and zoom capabilities, and stylus gestures ares
sometimes mis-interpreted as Graffiti strokes (in a form that does not
take any input).

There is an example of enabling/disabling Graffiti Anywhere in the PalmOne 2.0 SDK from pluggedin.palmone.com.
