Ah, you said the magic word: getprotobyname.  We just covered this a 
few days ago on emulator-forum.  Another developer was having the 
same problem.  At that time, I searched the Web and found an 
indication that at least one virus - QHosts - would cause 
getprotobyname to fail with the error number you gave.

The other developer said that he'd re-install his OS to see if that 
fixed the problem.  That was the last posting he made.  So either it 
worked, or his computer is now so hosed that he no longer has net 
access. :-)
