As a follow-up to this question - I updated to 9.3 and the latest SDK.
I know have the option to compile Simplified Chinese applications.
However I do not see the option for Traditional Chinese applications -
either in CW or Constructor. Of all the Chinese related questions in
the KB, the articles are all in Chinese so I am wondering what I need to
do in order to compile a Traditional Chinese language app.

Is it required to upgrade to Codewarrior 9.3 in order to compile
Chinese language programs? I believe I have 9.1 installed now.
It's a really good idea to update to V9.3 anyway, since the update it
free. However, the only determining factor really is the Palm OS SDK
version and the tools you use. PilRC has been able to handle Chinese
resources for a while, and Constructor 1.9 does a good job as well.
You may want to update your Palm OS SDK to the current 5.0 R3 + 5.4
update; it's a good idea, and you'll be sure that the included version
of PalmRez supports Chinese fonts.
