Problem solved. There is a very misleading comment in the Palm OS reference.pdf with WinSetBounds() function:
"A visible window cannot have its bounds modified."
I don't understand this as a visible form's window _can_ be modified and also must if one wants to have dynamic forms when opening and closing DIA.
