Hello,

I am a very inexperienced developer.  I currently have a Targus Universal
Wireless IR (Infra-red) Keyboard
(model number: PA870) for my PDA, which comes only with the qwerty
layout.

I was wondering if it were possible to develop another layout, namely,
the DVORAK layout for this Targus Keyboard. I asked Targus  to make the
developer/engineering software available (just like rival company
ThinkOutside did), but they said it was "confidential."  I think it
shouldn't be so difficult, as the only changes are transposing the
keys/characters from one place to another. However, my inexperience keeps
me from knowing even where to start in the task. How do I go about
developing a keyboard layout?
