I'm not sure if this applies to you, but I had a similar problem when trying to perform conduit debugging with USB enabled devices. The problem seemed to be trying to use the CDK debug version of the HotSync manager, which doesn't appear to support USB for whatever reason. When I switched to using the plain Palm Desktop version of the HotSync manager, I was able to debug the conduit. I've never had problems debugging through Code Warrior against USB enabled devices though.
