Populating a list at run time.

I have a popup trigger and dependent list in my resource pilrc file. I 
need to use the list in more than one form and I got the idea that it 
would be more convenient if I could populate the list at runtime. Is 
that possible?

If it is, could someone give me a coding fragment?
