It is to give the user visual feedback on the current graffiti shift state, and it is the norm to include it on any form with user editable fields as an aid to the user. I believe that most users would find the lack of the indicator somewhat frustrating, as opposed to its presence being weird. You may find it helpful to review the Palm OS UI Guidelines pdf, available to registered developers at PalmSource's site in the documentation section.
