There sure are. Look at VskGetState/VskSetState in the Sony SDK documentation.
OK I installed the latest Sony SDK that I could find (R5.0 1.4).
I see it covers v3 of the Vsk facilities. However I do not see anything in the Virtual Silkscreen chapter of the documentation regarding detecting or changing the *orientation* of the screen. I only see APIs regarding the *size* of the screen.
Don't Clies allow for rotation (like T3)? What APIs do they use to do this?
I must also say I'm not too impressed with the Sony documentation. The sample code for loading the library features inconsistent source code spacing, and calls to functions that don't exist (VskLibOpen should be VskOpen). The former is forgivable (though amateur), but the latter is unprofessional. I also question their sample's logic for enabling horizontal resize.
