Actually it won't return (proper) serial number if the wireless mode is off.
The device has to be connected to the network to be able to return its IMEI
number!

I should also mention that it can be flaky unless the phone power is on.  
I've had it return 00000000 on occasion with the older Treos and I think I 
saw it do that on the 600 as well.  I half-believe that it sends a AT 
command to the modem LOL.
