OK, you nabbed me.  I fell into the "get lazy and just ask a 
question on palm-dev-forum" habit.

The bottom line is that a hard-reset and restore causes the
seed value for unique ids to be reset to a random value.  This
could cause duplication of unique ids, although it's unlikely.

Hmm, I guess a sniffer that checks a database for duplicate
unique ids wouldn't be hard to write and would protect against
that unlikely case.
