It looks like you did not read the instructions on post install activities for prc-tools in the documentation on the sourceforge site. Go to http://prc-tools.sourceforg.net/install/rpm.html which contains instructions for Linux installations. Read the Post-installation setup section. Hint: palmdev-prep.
