Ouch. PalmSource will be much better off by trying to create an open-source community of developers around (what is essentially an open-source project) PODS to get more features for free for everybody than trying to make a few bucks more by closing up the development.
Any paid versions will be extensions and added content to the basic PODS package, possibly with expanded support offerings. I can't go into details on what that might look like, but I will reiterate that the core PODS tools will remain free.
We can't make our entire tools open source. Many of the tools outside Eclipse and PRC-Tools that we ship are based on licensed technologies that PalmSource doesn't have the right to release in source form.
Also, we're not closing off contributions from the community -- the existing Eclipse and CDT projects are what we're basing the product on, and you're free to contribute to those, and your changes will be picked up as we more forward. The 68K compiler is PRC-Tools, so you're free to improve that also. Of course, we're also eager to get community feedback on the tools; bug reports and suggestions can be sent through http://www.palmos.com/dev/support/bugs/.
