this regard?

This text is in the "Known Bugs" section of the Treo 600 development guide, from pluggedin.palmone.com:

*** Screen Depth and the Phone Application

Several applications are registering for Palm OS system notifications and
changing the screen depth to 8-bit when they receive these notifications.
Palm OS blanks out the screen whenever the bit depth is changed. This in
turn can cause the Phone Application dialpad to blanks out.
Unfortunately, the phone app is not built to redraw the dialpad because
there is no reason for it to do so. It is lucky that the title bar redraws or
updates every second, so that it is possible to see that the phone is alive.
Otherwise it would be a totally blank screen.
What notification happens when we go into service? On a CDMA device,
if you have 'Enable Network Time' selected (default) we update the time
when you come into service. The system will send out a notification every
time the system time is updated. Some applications switch the screen depth
when they get these notifications. These application could be fixed to only
switch screen depth when a user enters the application and not on every
notification they receive.
