Okay, I am possibly a little slower than the average dev-forum participant, but now that I have downloaded the latest rev I get a message to obtain a valid license key when I try to open PilRC from within CodeWarrior. I have poked around and find that not only is Falch.net down (at least for the moment) but that there are no comprehensive instructions for installing this within CodeWarrior. I know I am going to feel embarrassed when you tell me what I am doing wrong, but can anyone help me here?
"PilRC" is not the same thing as "PilRC Designer".
PilRC is a compiler that converts .RCP files to resources. CW for Palm OS V9 uses a command-line adapter to run the pilrc.exe program as part of its build process.
PilRC Designer is an editor for RCP files. If you're getting a message about not having a license, then it's likely that you installed CW for Palm OS to a different user account than the one in which you're logged in, since the CW installer writes the PD license key to the Windows registry for the user that's active at installation time.
